The study focuses on evaluating the challenges and opportunities for achieving equitable access to education in aspirational districts. It applies semi ethnographic and comparative methodology to examine the performance of four districts—Wayanad (Kerala), Chamba (Himachal Pradesh), Narmada (Gujarat), and Mamit (Mizoram)—using qualitative and quantitative data collection. The objective of this study is to explore the role of cooperative and competitive federalism in overcoming barriers to access and identifies policy gaps affecting marginalized communities. The findings aim to provide actionable insights for policymakers and strengthening inclusive educational reform.
